Where it is thought desirable in Class B by promoting a Clerk from Class B, we recommend that there be no limit of age.
It will be seen from the list of Clerkships of annum, which is appended; $1200 per annum that the majority of them are filled by Portuguese Clerks of long service many years after 8 or 10 years service.
It is only after long service that Portuguese Clerks become really useful for any of the better paid Clerkships, and if there were a limit of age for promotion, it is feared that the very class of men in whose favour the provision for entrance into Class A by promotion has been made would be rendered ineligible.
We propose those set second class Clerkship in England.
The other alterations do not call for any particular notice.
We append a statement of the Clerkships in the Service showing what appointments each class would comprise, and also a statement showing how many of the Clerks at present in Service are drawing salaries over $1200 per annum, and who were appointed to their present posts.
